Yes it is possible to take admission for 2nd year in engineering colleges, but for that you have to opt for diploma and then you can do degree.
But without studying BTech 1st year you cannot take admission for BTech 2nd year, if you have done 1st year in one college and want to continue 2nd year in another college then you can go for change of college.

You can take admission in Btech directly into second year provided you have a diploma degree. 

It is called as bilateral entry. 

If you do not have a diploma degree,  then you have to take admission on a a regular basis.
