Congratulations for such great marks in JEE mains. Thapar University gives admissions based on the ranking system and not the percentile. But, keeping aside this fact, yes you may get electronics and communication branch, in an offline counselling. It may happen that you may not get it in the first counselling itself but yes you will surely bag it in the consecutive counselling sessions.

Other sessions will take place after first semester and one after second semester. 

So I would suggest you to take whatever branch that you are getting at first and then move on with it. You will get an option ahead to change your branch. Just keep your CGPA above 7.5.
