yes you can use your state reservation category certificate for DU admission process. if you are applying for other state which is not your residential state then  you will belong to open category which is non-home state quota.

cutoff for open category will be different. you have to satisfy open category + reservation category cutoff for DU medical college.

there won't be issue if you use your valid category certificate.
