Admissions to all undergraduate programmes are made through the Joint Entrance Examination (JEE).
The cutoff or closing rank for BACHELOR IN COMPUTER SCIENCE ENGINEERING in IIT DELHI CATEGORY WISE is:-
    Category                       closing rank
1.General Category:-      104
2.OBC category:-              67
3.SC Category:-                 35
4.ST Category:-                  25

Also the fees for B.TECH in IIT DELHI is Rs.1,15,300.
And the hostel fees is Rs.30000.

The above analysis is as per 2017 cutoffs.
Every year the cutoff increases or decreases by 10-15 ranks.

There seems no chance for you to get into IIT Delhi in CS Branch.
