Sorry,To tell you but You can't make it Any NLU with this Poor rank,as being a OBC Candidate For NLU Your All india Rank Should be under 5 K.With This rank Even you can't Get admission in Some of Colleges under IPU.But don't worry my friend Let it be.Better to try Next Time.
