Candidates with PwD certificate with low marks generally are able to get a government seat. I am mentioning a few government colleges and their rank for OBC Pwd category according to last year-

1. Lady Hardinge Medical College, New delhi- 547508

2. Maulana Azad Medical College, New Delhi- 655653

3. Sri padmavati institute of medical sciences, Tirupati- 554589

4. Government Medical College, Miraj- 672017

5. University College of Medical Sciences, New Delhi- 574469

However, there is no surety of getting a government seat as the cut off varies every year depending on various factors such as difficulty level of the exam, number of students attempting the paper and seat matrix in colleges, but considering you have a PwD reservation quota, you have a good shot of getting a government college. To be on a safer side, you may want to list out deemed medical colleges too.
