Hello Dear,

There is no such thing like Home state rank in JEE Main or other Entrance Examination.

Rank is divided into two type:

Common rank list which is All India Rank
Another is Category Rank, this is the rank which you hold in your category.

Whereas admission is done on the basis of various type of quota such as:

Either you belong to Home state quota
Or you belong to Other State/All India quota

For getting admissions as Other state quota your rank should be higher.
