It is just a temporary document that is provided than can be used for admissions to institutes or jobs at higher levels since most of these processes start before the actual completion of the prior degree. Anna University would provide provisional to students of the affiliated college on request but only just prior to completion of their degree. you will howve need to show your actual degree certificate once you receive it to the college you will be joining for higher studies.
