As you will be knowing that all the participating institution will release their own cut offs for each of the programs after the declaration of results.

And the cutoff score varies each year based on the difficulty level of the paper and the availability of seats as well as the overall performance of the candidates appearing for the examination.

Factors effecting the Cutoffs:

• Number of students who appear for exam
• Level of difficulty of exam
• Total number of seats available 

Note:

A total of 36,000 seats are expected to be filled in 104 participating colleges of  WBJEE this year.

And as per as your rank and category it seems a bit difficult in getting CSE in government colleges though you may get other branches whose Cutoffs are low.
