As you have got 17k gmr and your category rank is 1.3k.  So let me tell you even if I consider your category there is no chance that you can grab a seat in Jadavpur University in any branch.

The cut offs for Jadavpur is too high. It is the top most college available through wbjee. On the other hand if you are not from West Bengal then it is more difficult to get the college. Although that won't help you.much regardless of from where are you.

So, I would suggest to go for colleges technoindia Salt Lake, haldia institute of technology, technoindia university, future institute of technology and other parallel colleges.

In wbjee all the seats are alloted on the basis of GMR rank and not your category rank.

This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like

--------) number of students that appeared in the WBJEE exam

--------)difficulty level of the WBJEE examination

--------)Kind of marks obtained by the students in the WBJEE exam

--------) number of students from different categories

--------) seats available for different branches etc

But yes,

With your 17000 GMR rank , considering you  from OBC-A category,

On the basis of analysis of past years wbjee cut off data ,  you have low chances in Jadavpur University in any branch

For example,

In 2020 , in 3rd round of wbjee,  11239 GMR rank for obc-A category  was the closing/last rank for  Jadavpur University and it was for Printing Engineering/Printing Technology

Even for govt colleges chance for cse is very low.

You have chances in  colleges like :-

• Cooch Behar Government Engineering College, Cooch Behar:- Electrical engineering

• Govt. College of Engg. & Textile Technology, Berhampore:- computer science

• Bengal College of Engineering, Durgapur:- computer science

• Abacus Institute of Engineering & Management, Mogra, Hooghly:- computer science
