As you have secured 21649 rank in jee mains 2020 from obc category, then it is quite impossible for you to get a seat in any NIT or IIIT.
For getting a seat you must secure at least under 13000 OBC rank to get a seat in NIT and below 4000 for an IIIT.

As you belong from home state uttar Pradesh, then also you can not get seat in any branch in NIT ALLAHABAD, IIIT LUCKNOW or IIIT ALLAHABAD.
So with this much obc rank you cannot get any seat in a good nit or iiit.
Better you try at some other colleges like HBTI Kanpur or other private Institutions.
