Based on your category rank, under All India seat you might NOT be able to get into majority of NITs under Other State quota. However, you may have a good chance in Home State quota depending on the state. You know the cutoffs change every year so it is quite unpredictable. Now if we go through the cutoffs of previous few years then SC Category seats of Computer Science seats in IIIT Pune was filled within 5791 rank. And the closing rank for Electronics branch was around 7684. In 2018, the closing rank for Computer Science and Engineering was around 5100 while for Electronics it was near about 6800. So you can understand that the chances are quite less with 20190 rank in SC category. However, this is based on previous few years' data and this year the cutoffs might change. The 2019 cutoff of IIIT Pune for SC category students was as follows:-

• Electronics and Communication Engineering - AIR 7684
• Computer Science and Engineering - AIR 5791

As per the previous year cutoffs mentioned above at 20190 SC category rank, you will not get IIIT Pune. You can go for other IITs with lower cutoffs or you can also go for state level and private colleges.
