1) EEE. (High chance)
2). IT. (Slight chance)
3). Electrical engineering (high chance)

With this rank can I get cse in heritage or techno India

With this rank you may get Techno india but heritage institute is not possible with this rank .Last year cutoff of Techno india for cse till round 4 was 7207 so you have probable chance in it but heritage intake for cse closes till 5400.

I am sorry utpal i have not much idea about the status of mechanical in iem but as we see the opening and closing rank it is sure that the status of iem mechanical engineering is better than the other colleges but it is better that you do some research on it.
