Among these two courses you mentioned, Pharm D will be great as it is a doctorate level course and after doing this programme, you can go for Master's in various Pharmaceutical or Clinical courses Abroad. This programme requires one year of internship. BSc Cardiovascular technology is also a good course but the scopes are less in abroad. Many foreign countries ask for at least 4 years or Pharmacy education, so in that case, doing PharmD can help you.
