EWS Reservation facility is for those candidates whose family income is less than INR 8 lakhs per annum. The candidate's family must not own more than five acres of agricultural land or property. The residence of the candidate must be less than 1000 sq. ft, and the plot must be less than 100 square yards. So here is the list of colleges of lowest ews rank:-

1. VMMC AND SAFDARJUNG HOSPITAL, NEW DELHI- EWS rank 403
2. Dr. RML HOSPITAL, NEW DELH- EWS rank 851
3. University College of Medical Sciences, New Delhi EWS rank 5698

If in the college there is no reservation for EWS the student can take admission with general category and cutoff will be of general category. No, it's not possible that cutoff of ews can be  higher than general category.
