The college you mentioned is completely new and has opened and it recruiting students from this year only. Also the seats are only 100 and it would also have divisions based in categories.You marks is very low and I see less chance of you getting admission but wait for the state merit list to come and hope for the best.

Yes , there are chances for you to get a seat in IP university's medical colleges only if you belong to Delhi category because according to last year's data , the highest cutoff for SC category was 450 for VMMC , Safdarjung which is much less than your marks. Rest , the cutoff changes every year .
