Yes you can apply for any course for BSC. or for BA hons. or program with your 12th marksheet of 2017. But since your percentage is low and you even don't have your certificate, I would prefer you to get a certificate if possible. Or else, you can try without certificate as a general candidate. I hope that you get your admission done in any cut-off list.
