Don't worry, your obc ncl certificate is valid one for all india counselling if it is signed by Tehsildar. Also your obc  ncl certificate issued on  19/7/21 is valid for  the financial year 2021 - 2022 i. e till 31st March 2022. So, you don't need to worry at all and also it doesn't matter even if your certificate is issued in digital manner. You can use it for all India counselling just make sure it is as per proforma prescribed by NTA.

Your obc ncl certificate should be issued by any of the competent authorities provided  below:

---) District Magistrate or Additional Magistrate or Ist Class Stipendiary Magistrate or sub-Divisional Magistrate or Taluka Magistrate or Executive Magistrate

----)Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate.)

----) Chief Presidency Magistrate or Additional Chief presidency Magistrate or Presidency magistrate.

----) Revenue Officer ( not below the rank of Tehsildar )

----) Sub-Divisional Officer of your area

Now that,

limited time is left for neet 2021 , so you should be focusing on your preparation,

practising chapterwise questions

then revising the chapters,

solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation ,

go through neet mock test papers as it will let you know your preparation level and and weak areas so that you can work on them and perform well in your examination.
