If Anumandal padhadhikari is sub divisional officer then yes he /she is an approved authority to issue OBC-NCL category certificate for JEE advanced. But make sure to abide by the rules laid by JEE advanced that the certificate should be issued on or after April 2021 and should be in the prescribed format. Take all the original documents in hard copy for the counselling. There is no room for mistakes there.
