Bachelor of Library and Information Science (BLIS) is a 1 year program by IGNOU, to get admission in it the minimum perncentage needed are:

• 50% in gradutaion for General/SC/ST/OBC.
• Bachelor’s degree with a Diploma ( one year) in Library Science
• Bachelors Degree with two years of working experience in a Library & Information Centre

Since you dont have 50% in graduation to get admission look at the rest of the criterias and see if you can fulfill that.
