Sorry to say but no it is not valid in other state colleges. As you have mentioned yourself that it is issued by Rajasthan government so it is only valid in Rajasthan elsewhere you are considered as a open category or general category student. Well it does not take much time to make a certificate so you can apply online from the central government then you can submit that. Otherwise you cannot take part in All India Quota under SC category.
