Based on previous year's cutoff he does have a good chance of getting a seat in government colleges through the AIQ quota. In UP itself many colleges had a cutoff score lesser than what your friend has scored like B.R.D. Medical College, Gorakhpur(603),  S.N. Medical College, Agra(611),  Moti Lal Nehru Medical College, Allahabad(613) and many more.

But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available.
