For securing rank 1509, as you are from outside West Bengal you have a tough chance to get a seat at Jadavpur University, but you have a good chance to get a seat at the University College of Science, Technology, and Agriculture; Institute of Engineering and Management; the Maulana Abul Kalam Azad University of Technology and many more colleges.
