We can look at it from various perspectives: from the side of the player and from the side of development.

From the player's point of view, game animation is all visible on-screen movement and color shifts. Yet most often when you're thinking about animation, you say animation of the characters, whether it's 2D or 3D. At the other side game design is how the game plays.The rules, the manner in which controls are used, the stage configurations, the order of events, the balancing, the user interface, often the manner in which camera moves, the manner in which computer-controlled characters behave, the game timing and other items relating to how the game works.

From the point of view of development, game design starts with a game idea, then game designer writes a game design paper that explains the game and all of the elements described above. Instead they meet with the production team to make the game according to the design plans and, if possible, to improve it.
