Your final admission depends on the EAMCET state rank and not on the local rank. It was given so as to check the position of yours in your region. If you apply for the University or College in your region then the local rank will help you to improve the chances of getting the seat. If you apply for the College or University apart from your region then only certain number of seats are given, Chances are low compared to the local candidates. But this local rank does not make a big difference. It all depends on the State Rank.
