Migration certificate is issued by the Board of Education or the University when the student wants to leave the said Board or University of Education and wants to get himself registered with another Board or University to pursue his further education. In this the said Board of education or the University certifies that the said student was a bonafide student of the said Board of education or University and that it has no objection if the said student migrates to other university or school by Board of education or University for his further education.

In simple words  migration certificate is needed when you are moving or switching between 2 universities for any DEGREE course. Again It could be in the middle of ongoing session or after completing a session.
