An affiliated college is an institution that mostly works independently but is in collaboration with another, usually bigger institute. The bigger institute has some authority over the affiliated college and has a say in the decision making process.

A constituent college is under a bigger university, inside the same campus. The bigger university takes the decisions and the college doesn't operate independently.

The payment of admission and fees depends on the exact institute you are looking at, I would advise you to check their official websites, the dedicated pages on careers360 or call/visit the college itself.
