Both are best,but I suggest VJTI
Because of the following reason:

In VJTI, there's a mix of old and new faculty. The old faculty might not be the best but they are definitely more knowledgeable then the newer ones. They can guide you better with projects and general course work.

As far as I am aware, the ratio of old faculty to new faculty lowers as you go lower in ranking for the Mumbai University engineering institutes. I'd say VJTI has the maximum number of old faculty because of it's reputation and that certainly gives it an upper hand.
