There are many factors which decide which college is better.

The infrastructure of psit is very good.

The placements of psit for all the branches is very good whereas for Akgec only for Cs,It and EcE related fields placements are good.

So pursuing Higher studies from psit would be better option.

Obviously akg is a better college as of now. Earlier there was a te when PSIT Kanpur was a renowned one , now its degraded and nothing so good overall. Its better you go for Ajay Kumar garg college its a one universitiy that's still intact and good in every sense.
