UPES Dehradun is a good college, so if you are getting admission there, it's good, the other colleges that you mentioned are also decent, so it does not really matter. Again it depends on the branch that you want, and your preferred fee structure also. So set a preference list according to the factors that affect your idea. You'll understand on your own, which college you prefer with the course that you want. All the best

Biet is best option and after it you may go to upes but it's fee is high
