you must have all the necessary documents inorder to get domicile of West Bengal.

Also you must have address proof and you must or your parents must have lived in West Bengal for 10 years minimum.

You go to the local Sub-Divisional Magistrate  Tehsildar's office Revenue Department/District Collector's Office, or any other authority as specified in the State/UT of your residence. And there you will have to submit proofs fill forms, and details that you stay in West Bengal. Proofs like electricity bill, telephone bill etc. And then that body may issue the certificate.
