Now coming to your query, If your name is in the merit list of round 1 released by IPU then you are eligible to participate in 1st round document verification and Counseling process of IPU. May be your name mentioned in the Applicant list but no Merit list. Don't worry, after completion of each round, they will release the merit list of students eligible for further rounds.
