With 28301 rank in All India quota it would be difficult to get any government Medical college through all India counselling. If we go through last year's cutoffs then within 12000 rank all the seats through all India quota. Now this year due to high scores there are high chances that the cutoffs will also increase. So getting a government Medical college through all India quota would be difficult as you are from general category. Or else you can participate in State counselling in your respective state. State quota cutoffs are quite less for state quota candidates. Even private Medical colleges participate in state counselling. So you have great chance there. But keep in mind that these are based on last year's data and this year the cutoffs can change.
