Hi, no with this score and category rank you can not get any iiit or rtu as you have not even qualified the obc cutoff that is 74+ percentile.

So I would suggest you to go for private colleges that dont give admission on the basis of JEE main or you can even drop a year and prepare again if you wish to do so.
