It depends entirely on the admission schedule, IGNOU does offer enough time for candidates to take admission, for instance admission for July session is ongoing till 15th October, IGNOU does offer admission with late fees as well, but remember that if you don't want to pay extra fees, then just wait for few months, for instance January session application form usually comes out in the month of December, due to covid the schedule may or may not change for January 2021 session but even if it doesn't commence in December, then most definitely by January admission process will happen.
