After graduating from Phillipines (MD) Indians have to do internship in India, but West Bengal citizens doens't have to do they can directly practice without internship. why is it so? and is there any possible' way that we can directly do PG after clearing FMGE without doing intenship

According to public notice issued by the health ministry, internship training completed by an Indian national during his or her course in china is acceptable for grant of permanent registration under section 13(3) of the Indian medical council act,1956.

Such students don't need to do 12 months of internship in India, the notice stated. But, it is stated that, students who completed their medical qualifications from any foreign medical college should get qualified in Foreign Medical Graduate Examination. After that, they must be registered with MCI/SMC and should have completed their internship.
