Yes nothing can stop a science student from pursuing anything provided you have a honours as it is generally required for doing Masters if you have interest in arts go for it remember one thing "jo science padh sakta hai wo kuch kar sakta hai" (those who can study science can do anything)

Yes you can do masters in English after graduating from Bsc. But have to check with the admission criteria as only few universities allow this procedure like DU.
