No, you can't apply for these colleges as it is government college.

Other state candidates are eligible for admission to up to 5% of the available seats in autonomous, government-aided, non-government, and self-financed engineering institutions in the state of Madhya Pradesh.

You can apply in these colleges on the basis of JEE Main and 10+2 scores. However, priority will be given to JEE Main candidates.
