The admissions in the Hindustan Institute of Engineering and Technology are first come first serve basis. Therefore if you wish to join the college, you directly have to go to the administration office and confirm your seat by paying the minimum fee. If you wish to get a scholarship seat you will have to appear and qualify in the entrance examination conducted by the college or you should have secured a good marks in your 12th standard  or any other national level examinations.
