Yes you have chance to get ECE in IET Lucknow. You have great chance to get a good government College. You can look for this. You should go through your counselling properly. Keep you preference in the first round. You have scored good rank in UPTU. So you have chance to get  admission in IET Lucknow. But you have less chance to get CSE in KNIT Sultanpur. So you can look for any other College. You have to go through counselling properly. Give your preference in yeh first round. You may get chance in this College till last round.  Now the Colleges where you can apply are:

2. KIET GHAZIABAD
3. AJAY KUMAR GARG GHAZIABAD
4. GALGOTIA ENGINEERING COLLEGE GREATER NOIDA
5. GL BAJAJ GREATER NOIDA
So you can take to these Colleges also. These are too much good in terms of placement and academics. It also depends on the cutoff list. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy or difficult.  It also depends on your choice.
