It will not be possible to get admission through your general rank because you need to secure a rank below 4000 in UPSEE to stand a chance.

There is definitely the possibility through your OBC rank.

I can provide you the cutoff of previous years for IET Lucknow for OBC category from which you can get an idea of how the trend is going-

In 2016, for OBC category, after Round 4-

Cutoff Rank (for any branch)- 4328

In 2017, for OBC category, after Round 4-

Cutoff Rank (for any branch)- 5170

In 2018, for OBC category, after Round 3-

Cutoff Rank (for any branch)- 4840
