Yes you can opt for delhi in your 15% All India quota as this quota is made for the sole purpose of students to get college in the state of which they don't have a domicile or don't live there. The 85% quota is automatically given to the state you live in. So, you can definitely opt for delhi for 15% All India Quota.

Yes. Reyaz, ideally All India Quota is for all those Candidates who want to participate in Counselling for 15% seats of the States to which they do not hold domicile if. So in your case, even if you haven't been living in Delhi, you can participate in their All India Counselling.
