Following is the eligibility criteria to be eligible for PhD in statistics offered by IGNOU this year:

• M. Phil. in Statistics or qualified UGCCSIR NET/SLET in Statistics with Post Graduation in Statistics/Applied Statistics.
• or Post Graduation in Statistics/Applied Statistics with minimum 55% from any recognized university.

It nowhere mentions that an equivalent degree will be considered. Also, since PG Diploma in Statistics offered by IGNOU is for a year while masters are usually for two years so they can't be considered equivalent, unlike PGDM. Still, I would ask you to check with IGNOU since IGNOU does not offer any masters course in the subject.
