Yes Hari, PharmaD graduates can legally use the title 'Dr' . Pharma d may be considered equivalent to M. pharm but cannot be compared to MBBS .Pharm /BVSc with 3 years research experience is considered equivalent to MBBS for Direct SRF . MBBS is way more expensive a course than  Pharmacy .Both involve more chemistry and biology. While, most of the folks doing an MBBS , also go on to do an MD or further qualification.
