see migration certificate is required if you change any college in between your degree course and again join the another college to finish the remaining courses, however b.sc and b.tech is  two different course and you have taken fresh admission to the college . in this case you may required to submit the TC or school leaving certificate, but this is not mandatory for all college, depends on college norms. so consult with college before admission and arrange the document accordingly.
