No, you cannot get any government college with a CSE branch with 19 marks in your JEE main exam.
I'm assuming that you qualified your class 12th in 2022. In this case, you're eligible to give JEE main in the years 2022, 2023 and 2024 and JEE advanced in 2022 and 2023. Now, you are left with two choices.
The first is to take a complete drop for the JEE preparation and appear for the exam in 2023.
Second, take a partial drop and study BSc or any other course in any college, keep preparing for jee and appear for JEE main in the next year.
Coming to your question, yes you can study BSc for 1 year and continue studying B.tech after qualifying for the entrance exam in the second year. Point to be noted that you cannot pursue both courses at the same time.
