No, you cannot take admission in Indraprastha University or IGNOU after the deadline has passed of online/offline registration as both are premier institutes. IP University is a premier Institute and IGNOU is also premier institute in online mode and one needs to do registration in order to be eligible for admission further based on eligibility criteria,entrance etc. However IGNOU opens registration for admission twice every year, so if you missed the first phas then you can register in second phase.
