CLAT is conducted for candidates who want to take up a five year integrated LLB programme. Although you will be eligible for CLAT 2019 it will not be useful for you since you will already have completed your three year degree programme.
If Law is what you want to do you can go for the three year LLB programme rather than take up a five year integrated LLB programme.

Yes your eligible for 2019 exam for clat because at that time you will be in third year and your college will going to end. That is why you can give 2019 clat exam.
