Hi Akshay,
Hope you are doing well. Yes you can get a seat for ECE branch in good engineering colleges. Usually for SC category the cutoff rank will be high so that SC candidates may get some easy benefit of it. With this rank, you may not get colleges within top 10 positions in Karnataka, but I am sure they you will get a seat within top 20 colleges in Karnataka. Just check for previous year cutoff rank from KEA website and compare your rank with all colleges. The link is given below.
