As per the notification of Bihar government regarding the validity of EWS certificate, the EWS certificate is considered as valid only for one financial year from the date of issue" so if your certificate has been issued in 2019 then it was only valid for Financial year 2019-20 so you have to renew your EWS certificate for further use. Also note that if you EWS certificate is not valid then you are not going to get the advantage of 10% reservation quota which is fixed for EWS category for different central jobs/posts/exams.
